Toronto’s New Sixplex Zoning Rules for 2025

Tolerance for building larger multiplexes increases to help fight the City’s housing battle.

We have always been able to build fourplexes in Toronto, many of which have proven to be very smart residential investments.

Toronto is expanding multiplex allowances, with?city council approving a bylaw change in June 2025 to permit six-unit dwellings in most city wards and allowing them “as-of-right” on all residential properties by mid-2025.?This policy change, part of the Expanding Housing Options in Neighbourhoods initiative, seeks to increase low-rise housing supply. Where there may have previously been barriers to building these six-plexes, the idea is that they will now be relaxed for builders. ?This will start with the entire old City of Toronto and East York (downtown and the near-core neighbourhoods) together with one pocket of north-east Scarborough. All other wards remain capped at four units unless their councillors pass a future “opt-in” motion, which many suspect that they all intend to do so. By allowing builders two more rental streams, it becomes more profitable for them and will ultimately make more dwelling units available in the GTA.
